Oklahoma Storm Shelter Rebate: How SoonerSafe Works and Who Qualifies
SoonerSafe is the Oklahoma storm shelter rebate, run by Oklahoma Emergency Management (OEM). It pays up to $3,000 per home, never more than 75 percent of the safe room’s actual cost. Homeowners register every year, and a random drawing picks who gets a rebate. It is for single-family homes the applicant owns and lives in.
As of October 2026, the state’s page says the 2026 rebate program is not open. We handle outdoor storm shelter installation out of Ada. For an outdoor in-ground shelter, we dig the hole, set the shelter, backfill and grade. On a SoonerSafe job, that work waits for the selection notice and your confirmation.
Why does the dig have to wait for the selection notice?
A safe room installed before the selection notice is no longer eligible for SoonerSafe. That includes one that goes in while you wait. The money comes from FEMA Hazard Mitigation grants, and federal grant rules draw that line.
After the notice, you have 30 days to confirm, or the application is removed. Only then do you hire a contractor to install the safe room. OEM’s FAQ says the steps must be completed in this order.
A hired shelter dig falls under Oklahoma’s OKIE811 law. Notice must go in at least 48 hours ahead, not counting the day of notice, weekends or legal holidays. We file an OKIE811 locate request before we dig.
How do registration and the random drawing work?
Registration is online only, and it opens each year when advertised. Since 2024, homeowners still waiting on a rebate must register every year. Only one person may register per physical home address. If you move, you need to register again with the new address.
Winners are drawn at random, so registering early does not improve the odds. Registering only gets you considered for a rebate. Drawings have no set date or month.
The notice goes to the email you register with, and staff may follow up by phone. The old SoonerSafe portal is phased out, so watch your email for updates from OEM.
Which counties got priority in 2025?
Some years, OEM gives priority to residents of certain disaster-impacted counties. For 2025, OEM gave priority to residents impacted by the 2024 disaster declarations in a list of counties. Any money left after those counties goes to a random drawing for applicants from other counties.
Around Ada, the 2025 list named Pontotoc, Pottawatomie, Hughes, Johnston, Murray and McClain counties. Lincoln, Okfuskee, Love and Carter counties were on it too. When a year has priority counties, OEM states them on its SoonerSafe website.
Who qualifies for SoonerSafe, and who does not?
The safe room must go in at your primary residence, on property you own. SoonerSafe covers single-family homes only.
| Your situation | The SoonerSafe rule |
|---|---|
| You own and live in a single-family home | Can register for your primary residence |
| You rent the house | Not eligible |
| Apartment, duplex or other multi-family home | Not eligible |
| Mobile home | Only if you own the mobile home and the land under it |
| Detached shelter in the yard | Must sit within 100 feet of the home |
| Home in a floodplain, with flood insurance | Above-ground safe room only, and other agencies must approve |
| Fixing or retrofitting an old shelter | Not eligible. A new safe room may be. |
| You build or install it yourself | Not eligible |
| Bought on a lease agreement | Not eligible. It must be paid in full. |
A floodplain home has one more step. If selected, you work with OEM one on one before the safe room goes in. Our guide to above-ground vs underground storm shelters covers the flood rules.
Many local building codes also require a permit and an inspection for a safe room. Check with your city or county before the dig.
What happens after you are selected?
OEM lists three steps for a selected homeowner. Work through them in order.
- Confirm within 30 days. You may also decline then and stay eligible for a future rebate.
- Have the safe room installed. Hire a contractor, since you may not build or install it yourself. It must be paid in full, and a lease agreement does not qualify.
- Send OEM the documents by the deadline for your selection period. The paid invoice must show the total cost of the safe room and its installation. The SoonerSafe Certificate of Installation goes with it. Keep a copy of the cleared check, money order or credit card receipt. OEM’s FAQ lists it with the documents.
The certificate states that the safe room was designed, built and installed to FEMA P-320, FEMA P-361 and ICC 500. The rule says it must be signed by the safe room installer. Settle who will sign it before the dig starts.
Confirm, then miss the install and paperwork deadline, and you lose eligibility for future safe room rebates. Confirm only when the timing works for you.
Our shelter pit excavation is part of step two, and it runs on a 30,000-pound excavator. On an ongoing ranch project near Sulphur, we set a storm shelter.
How long does the rebate check take?
OEM and FEMA review the documents first. Once they are complete, OEM emails you a final form to sign. The form asks where to mail the check.
The check typically arrives 6 to 8 weeks after the documents are submitted and reviewed. The longest wait is 12 weeks, and the check comes by certified mail. The rebate never comes before the install, so you pay the contractor in full first.
Is the SoonerSafe rebate taxable?
No, says OEM. You will not have to claim the rebate as income on your taxes, because it is federally funded assistance.
The Oklahoma Constitution also exempts a safe room from property tax, up to 100 square feet. That covers safe rooms installed after January 1, 2002. There are no state or federal tax incentives tied to the program at this time.
What other storm shelter help is there in Oklahoma?
A city or county may run its own safe room rebate, with its own rules. You may register for one of those too, as another chance. You may only receive one safe room rebate, though.
The Chickasaw Nation, with its seat of government in Ada, runs a separate program. Its Homeowner Preparedness Grant pays up to $5,000 for disaster preparation items, storm shelters included.
Chickasaw citizens living inside or outside the Nation can apply if they own and live in the home. They hear within 10 business days whether they qualify. Ask the Nation how its grant fits with any other help.
When does the next SoonerSafe round open?
The next round opens when OEM advertises it. OEM started SoonerSafe in 2011 and intends to run it every year, as federal funding allows.
OEM says construction industry experts put a safe room at $3,000 to $8,000 or more. Our guide to what storm shelters cost in Oklahoma has the published prices by shelter type.
